Photoshop CS3 hand tool problem
At times, the hand tool in Photoshop will not go away and can’t pick a different tool. Shutting down photoshop and restarting does not help.
Under the Windows menu, deselect all of the windows…and viola! Problem goes away.

The above didn’t work for me. What works is Control Panel > Appearance > Display > Make text and other items larger or smaller. With the setting on Larger, my PS tools do not work correctly. On Medium, the whole “I have 3 hand tools” or “3 crop tools” goes away. All works correctly.
